Jane Myers: Northampton Planning Board’s site plan approval threatens our neighborhood

Many neighboring residents attended and spoke at the Jan. 25 public hearing on the Nu-Way Homes proposal for 14 Garfield St. in Florence. We unanimously opposed this project because its density, appearance, and safety are completely inappropriate for its setting.

We are deeply troubled by what was approved and by how the Planning Board hearing was conducted. Most of us could not hear what the unmiked board members said from where we were seated. The board approved two three-story triplexes for up to 36 people, shoe-horned into a lot previously with one home. An asphalt 12-car parking lot will border the backyards of abutting neighbors. Decks on three floors will look down into neighbors’ backyards, destroying our privacy. The narrow street has no sidewalks.

The Planning Board made no effort to explore ways to revise the plan to make it more compatible with its surroundings.The board failed to abide by the stated purpose of Northampton’s Site Approval Code, 350.1.1: to provide a review procedure for construction projects that will “minimize adverse impacts of such development,” make certain that it will be “harmonious with surrounding areas” and provide safe access, and ensure “adequate consideration of abutting land owners.”

The board’s approval rendered this language meaningless. Achieving a balance between infill and the preservation of our neighborhoods aligns with Northampton’s spirit and the quality of life we value. A commission is urgently needed to revisit the site plan and zoning regulations with an eye to achieving this balance.
