South Hadley, Springfield men deny cocaine trafficking charges

NORTHAMPTON — Two men indicted on cocaine trafficking charges pleaded not guilty at their joint arraignment Wednesday in Hampshire Superior Court.

Judge James Manitsas ordered Jarell A. Smith, 38, of Springfield released on $10,000 bail, previously posted in Eastern Hampshire District Court, and John E. Cimini, 55, of South Hadley released on his own recognizance.

The men were first detained in August after police investigators intercepted a UPS parcel addressed to Cimini that allegedly contained approximately 2 kilograms of cocaine, according to a police statement of facts filed in Eastern Hampshire District Court.

The price of a kilo of cocaine in the Springfield area is estimated at between $31,000 and $38,000, according to narcoticnews.com, and would easily fetch double that amount when broken down into saleable quantities.

A state trooper disguised as a UPS driver delivered the parcel to Cimini’s girlfriend Aug. 11, shortly before investigators executed a search warrant at the apartment and detained her and Cimini.

Investigators then contacted UPS, which changed the parcel’s status to “delivered” on its website.

Cimini allegedly told police he was paid to receive parcels at his residence for someone else. While he was being interviewed, police said, Smith called Cimini’s cellphone to tell him he was coming to pick up the parcel.

A DEA agent then went to establish surveillance of Smith’s residence in Springfield, according to the statement of facts. Smith was seen leaving his residence and then when he arrived at Cimini’s apartment. When he reached the porch, he was detained without incident, police said.

Police said Smith had a baggie of suspected crack cocaine in his hand and a baggie of suspected power cocaine on his body. He denied any knowledge of the UPS parcel, but was arrested on charges of trafficking in cocaine, 200 grams or more, and possession with intent to distribute a Class B substance. He also faces a charge of conspiracy to violate drug law. All are felony charges.

Cimini was not arrested at the time but was indicted this month along with Smith on the trafficking and conspiracy counts.

Assistant District Attorney Joseph Webber said Wednesday the discrepancy in the bail amounts stemmed from the fact that Smith has faced charges previously in Hampden District Court.

Cimini is represented by Thomas Glynn, and Smith is represented by Jared Olanoff.

The investigation involved officers from the State Police, the Commonwealth Interstate Narcotics Reduction Enforcement Team (CINRET-West), the Northwestern District Anti-Crime Task Force, Homeland Security Investigations, the Drug Enforcement Administration, Franklin County Sheriff’s Department and South Hadley Police.
