David P. Stevens: Councilors Jesse Adams, Bill Dwight helped lead charter revision

On Nov. 5, Northampton will choose among three qualified candidates for city councilor-at-large. Jessie Adams and Bill Dwight deserve re-election. Last November we passed a new charter with 83 percent of the vote. Both Adams and Dwight were active participants in the planning process, during the debate and with the final campaign.
Though there had been many revisions to our 1883 document, a comprehensive rewrite was needed to remove outdated sections and correct contradictions. Two previous attempts had failed. Adams co-chaired the committee that recommended we try again. Dwight, with Mayor David Narkewicz, set the timetable and hired the consultant. An independent citizen’s charter drafting committee was appointed.
Both attended most of these meetings, listening to public comment and offering advice. A draft was sent to the council, which fully vetted the document and amended where necessary. A referendum was authorized, and the campaign for passage began.
Again, both were fully involved. Dwight now chairs council meetings and Adams is the vice chairman, who also serves as chairman of another committee tasked with integrating the new charter into our rules and ordinances.
Both Adams and Dwight demonstrated leadership throughout this process and deserve to be re-elected.
