William J. Rowan: Comparisons of school test scores can be meaningless

To the editor:

People who like to cite the performance of charter schools by comparing them to public schools need to take a refresher course in elementary statistics.

The existence of an inherent selection bias renders any such exercise meaningless. For a comparison to be valid, charter school enrollment would have to be drawn at random from the general population.

Amen! And per-pupil funding (and many other factors) would need to be equal.
