Grace Shepard: Handicapped residents unfairly ticketed

I am one of several handicapped elder residents of downtown Amherst who got parking tickets in the underground garage during the snowstorm on Feb. 8. I think we all had the same reasons for parking there: not wanting to have to clean two feet of snow off our cars, and a desire to get our cars out of the way of the plows.
Some research via phone and Internet with the Registry of Motor Vehicles has elicited this data: Massachusetts handicapped permits are honored in Canada and in all 50 states with the exception of New York City, which issues its own permits.
Handicapped parking, without paying, is permitted at meters and in other municipal lots unless clearly indicated by visible signage. There are no such signs in the underground lot.
It seems that the Registry needs to add Amherst to New York City as a place where handicapped parking is not allowed.
