■Construction of Hampshire College in South Amherst is proceeding. The college is to admit its first class of 250 freshmen in September. Several innovative approaches to education will be practiced by the school. There are to be no course requirements and no course credit, and no grades, only pass, fail and distinction.

■The Eagles home on Pleasant Street was filled with campaign workers and friends of David B. Musante Jr. at his kickoff party for the Democratic nomination for Hampshire County Commissioner Saturday evening. After a dinner prepared by Howard Ouimet and James Musante, candidate Musante was introduced by Northampton Planning Board member Edward Keefe.

■ A bright afternoon turned murky yesterday along a 12-mile stretch of Boston & Maine railroad tracks and nearby Interstate Route 91 as sparks from a southbound train ignited smoky brushfires in three communities. Fire broke out along sections of track in South Deerfield, Whately and Hatfield.

■The cost of municipal drinking water in Northampton is increasing again. The current fee of $1.37 per 100 cubic feet for water will be raised to $1.47 beginning tomorrow. For a family of four, the new rate will increase yearly costs by approximately $12.

■The Board of Public Works and a group of residents remain at odds over whether an historic, “high-hazard” dam in Leeds should get the wrecking ball or undergo extensive repairs. After more than a year of disagreement surrounding the 130-year-old Upper Roberts Meadow Dam, the two sides are still at arms-length.

■With passage of a state budget by the House and Senate last week, the financial picture has become clearer for the University of Massachusetts — and it isn’t pretty. Unless the governor makes changes to the budget — which he still must approve and sign — UMass Amherst will likely start the fiscal year Thursday with $46 million less than it received this year.
