■60 minutes and then . . .! Easthampton has begun enforcement of a one-hour parking limit in the downtown business area, after an agreement on the enforcement has worked out by town police and the Chamber of Commerce. The enforcement went into effect Tuesday and seven cars were tagged. Yesterday an additional three were penalized.

■County Commissioner Hiram H. Brownell re-affirmed his strong opposition to the placement of a new County Courthouse in the Pleasant St. area. He said, “I’ll never vote for this courthouse down on Pleasant St., especially to the tune of $4 million.”

■The equity coordinator for Northampton schools says hiring an affirmative action officer may be the best way to assure that minorities are adequately represented on the school department staff. “It would serve as a different voice on the hiring committee,” the coordinator, Gwen Agna, told members of the School Committee last week.

■No winter snow means no spring floods on the Connecticut River, according to the U.S. Army Corps of Engineers. Greg Hanlon, a hydraulic engineer for the corps, says it shut down its weekly snow survey the earliest he can recall for lack of snow in the northern New England mountains.

■Building Commissioner Anthony L. Patillo said Wednesday the main roof and northwest steeple of a downtown church do not pose a public safety hazard, despite a report recommending extensive and costly repairs to those structures. However, the building commissioner did say that interior repairs to St. Mary of the Assumption Church will be required before he allows any future use of the building.

■The new Lowe’s home improvement store on Route 9 in Hadley will open on Friday. It will have 117,000 square feet of retail space and an adjacent garden center and will stock 40,000 building and home improvement items.
