The recent article about cuts to HIP says the governor submitted a budget of $25 million, but the final budget had only $15 million [“HIP cuts hit home,” Jan. 13].

Why? The Legislature passed the budget; who supported the original proposal? Who opposed it, and why? Did some powerful legislator have a pet project and wanted to fund it instead? Or are they against poor people eating well?

This opacity about what actually happens during the legislative process is why so many of us supported the ballot question authorizing an audit of the Legislature.
