Ralph Kaplan: SJC casino ruling intrudes on legislative process

To the editor:

Many Massachusetts citizens who are aware of the social problems of gambling and are concerned about such problems also understand that the recent Supreme Judicial Court decision authorizing a ballot referendum on casino gambling both conceptually and chronologically turns representative government on its head.

Legitimately, representatives in the Legislature authorized casino gambling and municipal and commercial decisions followed this initial authorization. A ballot referendum that overturns this legitimate authorization would upset the considerable investment already made in casino gambling and overthrow the financial and social plans the city of Springfield has made on the assumption that gambling had been legalized.

Ahhh, but that is why the right to petition is part of our laws - sometimes the majority needs to overrule the republic...
