DEP cites Northern Construction Services for lack of erosion controls on Route 10 bridge project in Easthampton
EASTHAMPTON — Regulators have issued a warning to the company hired to replace the Route 10 bridge over the Manhan River, saying it failed to install erosion controls before construction began at the site.
Northern Construction Service, which has offices in Weymouth and Palmer, was slapped with a non-compliance order by the state Department of Environmental Protection after the agency received an anonymous complaint regarding the lack of erosion controls in at least two locations around the bridge.
A project manager with the company on Thursday deferred comment to the Massachusetts Department of Transportation. The bridge replacement is a state project.
According to the DEP, Northern Construction Service immediately complied with the order and installed the necessary erosion controls by a deadline the agency set for Friday.
“What we want them to do is to make sure that they maintain them,” said Catherine Skiba, a DEP spokeswoman. Failure to do so could lead to civil penalties, the agency warned in correspondence to the company.
According to the conditions of a water quality certification permit issued by the DEP, Northern Construction Service was required to install siltation devices at specific locations before beginning any site work.
Construction has been under way around the bridge, including excavation of the river embankments, during February, according to the DEP. DEP officials identified the absence of the required erosion controls Tuesday.
The state is replacing the 61-year-old downtown bridge, which the DOT has deemed “structurally deficient.”
The $3.75 million project involves installing a pedestrian bridge over the river as well as improvements to the Route 10 intersections with O’Neill and West streets. MassDOT estimates the bridge will be shut down for about six months during construction later this year.
