■ The County Commissioners announced this morning that they have written to Dr. Lamar Soutter, newly appointed dean of the UMass Medical School, offering the major portion of the 107-acre Hampshire County Sanatorium tract to the university for the medical school.
■ Mrs. Peter A. Sadlowski of Hadley was sworn in by Judge Luke F. Ryan last Saturday as assistant District Court clerk. She has been employed in the District Court office for four years.

■ William A. Darity, the dean of the University of Massachusetts School of Health Sciences, has been appointed to succeed Jonathan Z. Souweine on the board of the Massachusetts Water Resources Authority. Gov. Michael S. Dukakis’ office announced the appointment today, following Souweine’s resignation over the weekend.
■ Northampton’s mayor today named his choice for a new building inspector, following a tumultuous five months in the city’s building department. Bruce A. Palmer, 41, acting superintendent of buildings in Westfield, will start work in Northampton Jan. 17.

■ After months of tough choices and budget-cutting sacrifices, area school officials this week got good news in the form of unexpected revenue. Nine area school districts and communities are the beneficiaries of more than $1.1 million distributed by the state Department of Education Wednesday from its “Foundation Reserve” funds, which are intended to offset the effect of “extraordinary” budget cuts and other needs.
■ After five years in which she increased her agency’s budget, settled into new Center Street quarters, and introduced a new name, Safe Passage director Kristen Golden announced this week that she is leaving her post. Safe Passage was known as Necessities/Necesidades for 23 years.
