∎ A former policeman, Bernard H. O’Connell, was elected to the Board of Assessors at last night’s City Council meeting in a bipartisan 7-2 vote. O’Connell is a Democrat, employed by an insurance firm in Holyoke.
∎ All Northampton residents are requested by the Northampton Junior Chamber of Commerce to leave their Christmas lights on between 7:15 and 8:30 tomorrow so that patients from the Northampton State Hospital may view them on their annual tour throughout the city.

∎ Margaret C. Lloyd of Florence has been named assistant professor of English at Springfield College in Springfield. Lloyd has published numerous articles and poems in literary journals and wrote a book, “William Carlos Williams’s Paterson: A Critical Reappraisal,” which was published in 1980.
∎ The federal budget approved by President Reagan yesterday includes an additional $5 million for a planned polymer center at the University of Massachusetts and $250,000 for the campus to study the use of solar power to heat its dormitories.

∎ Lynn Margulis, geosciences professor at the University of Massachusetts, has been named one of 50 “most important women scientists” by Discover magazine.
∎ Easthampton Patrol officer Bruce Nicol, a 17-year police veteran, has been promoted to sergeant. Nicol, who was named last week, will assume his new rank Jan. 10, city officials said.
