Realtor, lawyer plan move to new offices in Amherst

Plans for the 24 Dickinson St. site, where Scandinavian Seminar has been located since 1985, include creating offices for a real-estate broker, an attorney and a third unspecified tenant, said Senior Planner Jeffrey Bagg.

The request for special permit for a change in use of the nonconforming building, which Bagg said is required by section 9.22 of the town’s zoning bylaw, will come before the Zoning Board of Appeals Jan. 10 at 6:30 p.m. at the Town Room at Town Hall.

Realtor James Lumley and real-estate attorney Barbara Hawley are expected later this month to purchase the property from Scandinavian Seminar, which provides scholarships and academic placements for studying abroad. The educational nonprofit is expected to remain in the building for at least the calendar year, with a part-time person handling administration and bookkeeping duties.

The building is in a village center business zoning district, on a street with both homes and businesses, including the nearby Classic Chevrolet.

Bagg said the building is considered nonconforming because it doesn’t meet the distances required for the side property lines.

No changes are expected to the exterior or interior of the building and the seven on-site parking spaces, coupled with availability of on-street parking, are considered sufficient for the building’s use by the applicants. There is not expected to be any living quarters in the building.

Bagg said the Zoning Board will review whether the project conforms to town zoning and could also send the project on to the Planning Board.

“In the event that the Zoning Board of Appeals finds that changes to the site are required, such as additional parking, site plan review approval by the Planning Board would also be required,” Bagg said.
