∎ Dr. J. Englebert Dunphy, a native of Northampton, is the new president-elect of the American College of Surgeons, to take office in 1963. Dr. Dunphy is at present professor and chairman of surgery at the University of Oregon.
∎ Jeremiah J. Keating, 19, son of Mr. and Mrs. Daniel Keating of Florence, and Michael E. McCarthy, 18, son of Mr. and Mrs. Edward McCarthy of Northampton, have enlisted in the U.S. Air Force under the buddy plan.

∎ A controversial mandatory recycling ordinance will be taken up by the City Council’s ordinance committee at their meeting tonight. City health agent Peter McErlain will explain the measure, which would require residents to place newspapers, corrugated cardboard, glass bottles and metal cans into plastic crates that would be provided to them.
∎ The mayor and the Northampton Housing Authority will look for a Housing Authority assistant executive director, hoping for a candidate strong enough to succeed the current administrator when he retires.

∎ Rep. Nancy Pelosi of California is poised next week to be elected House Minority leader and to make history as the first woman in Congress to secure the top party post. Pelosi, currently the No. 2 Democrat as party whip, has enough support from the rank and file to win a vote for the post slated for next Thursday.
∎ The city council unanimously voted to keep a single tax rate for residential, commercial and industrial property, setting this year’s tax rate at $16.40 of property, a 49-cents increase over last year’s rate.
