Carli Delta: Confused about water levels

Regarding Northampton’s water restrictions, which are, as I understand it, based on the fact that the Mill River is so low: I’m all in favor of water conservation and I think that we waste water in many ways and which certainly could be improved upon by more efficient toilets, water-saving aerators on faucets and showerheads, and perhaps restriction of lawn watering. By doing these things, our family have cut our water use in half.

However, I don’t understand why the river would be so low when farmers are telling me certain crops are not doing well because of too much rain, or some crops are doing well because of adequate amount of rain. Perhaps there should be an investigation of why that is. Are some people usurping it for their irrigation purposes? It shouldn’t be hard to research.
